If it's that bad there have probably been lots of complaints to the council already and it might not take that long to get rid of the noisy neighbours. Also talk to any other neighbours (not the noisy ones) and your landlord to find out how long it's been going on and what has already been done. If a group of you complain at the same time it will probably work better with the Council as well as it would be clear that it's not just a personal problem.
